Mission Statement

The Charter Oak Unified School District, in collaboration with our families and community, provides a balanced, quality educational experience that meets the physical, intellectual and emotional needs of all students.  Our focus is providing students with the skills needed to adapt to a changing world, equipping them for college, career and life choices.  We offer a rigorous and comprehensive education that meets the individual academic needs of our students and prepares them to be socially responsible adults who make positive contributions to the global community.  We embrace individual differences and create safe learning environments in which educational integrity and character are our cornerstones.

a. The student representative from Charter Oak High School will report to the Governing Board on activities and events occurring in Charter Oak Unified School District.

a. Hearing Session - Opportunity for Citizens to Petition the Board     
  The President invites anyone wishing to address the Board to do so at this time.

To address the Board, please fill out a yellow Charter Oak Unified School District Hearing Session Comments Card located at the reception desk, and give it to the Superintendent’s Secretary.  The President will recognize you during the Hearing Session.  Upon recognition, please state your name and then make your statement.  Please keep the sum of your comments within the five (5) minute timeframe per person (not per topic).


This session is an opportunity for citizens to make suggestions, identify concerns, or request information about matters affecting the school district.  Speakers may offer such objective criticism as concerns them.  Complaints against employees will normally be heard in closed session, and the District’s complaint procedure should be followed before discussion with the Board.

Pursuant to the Brown Act, Governing Board members cannot discuss any item which does not appear on the agenda.  The Governing Board may provide a reference to staff or other resources of information, request staff to report back at a subsequent meeting, or direct staff to plan an item on a future agenda.

a. School Wide Positive Behavior Intervention Support (PBIS)      (D)  
  Joe Mitchell, Director of Student Services, will report on PBIS which establishes a climate in which appropriate behavior is the norm.

a. Election of President      (V)  
  Election of President of the Governing Board for the incoming Board year.
         
b. Presentation to outgoing President      (D)  
  The Governing Board and staff will offer their thanks to the outgoing president for her/his service to Charter Oak Unified School District during the past Board year.
         
c. Election of Vice President (Clerk)      (V)  
  Election of Vice President(Clerk) of the Governing Board for the incoming Board year.
         
d. Establishment of Date, Time and Location for Regular Meetings of the Governing Board for 2015 and 2016         (V)  
  It is recommended that the Governing Board approve the calendar of Governing Board Meetings
         
e. Designation of Official Mailing Address for the District      (V)  
  Establish the Official Mailing Address for the Charter Oak Unified School District.
         
f. Election of Representative to Elect Members to the County Committee on School District Organization      (V)  
  Elect a Governing Board representative to serve this committee for the term ending with next year's Annual Organizational Meeting.
         
g. Election of Representative to Los Angeles County School Trustees Association      (V)  
  Elect a Governing Board representative to serve this committee for the term ending with next year's Annual Organizational Meeting.
         
h. Authorization for District Superintendent to Designate Staff Members to Sign Reports and Communications Not Requiring Specific Board Action      (V)  
  The Governing Board may authorize the Superintendent to designate staff members to sign reports and communications not requiring specific Board action.
         
i. Designation of Authorized Signatures      (V)  
  It is recommended that the Governing Board authorize the designated signatories to sign and be the custodians of the listed accounts.
         
j. Charter Oak Partners in Education (COPE) Ex-officio Member      (V)  
  The Board of Directors of the Charter Oak Partners in Education (COPE) added an ex-officio member of the governing board.  The member shall be voted upon each year in the organizational meeting for a one year term.
         
k. Election of Representative to East San Gabriel Valley Regional Occupational Program and Technical Center Joint Board of Management      (V)  
  Elect a Governing Board representative to serve this committee for a two year term.
Unfold XIII.  ACTION ITEMS   
         
a. Public Hearing on the Initial Sunshine Joint Proposals from Charter Oak Unified School District and Charter Oak Educators Association (PUBLIC HEARING)      (D)  
  Government Code §3547 requires that a bargaining proposal of an exclusive representative be presented at a public meeting.  In accordance with the Government Code §3547, a public hearing is scheduled to invite public comment on the joint initial sunshine proposals.
         
b. Joint Proposed Openers for Contract Negotiations between Charter Oak Unified School District and Charter Oak Educators Association (ACTION)      (V)  
  Government Code §3547 requires that a bargaining proposal of an exclusive representative be presented at a public meeting.  In accordance with the Government Code §3547, a public hearing is scheduled to invite public comment on the joint initial sunshine proposals.
         
c. Sunshine Joint Initial Proposals Between Charter Oak Unified School District & California School Employees Association         (V)  
  The Charter Oak Unified School District and the California School Employees Association are submitting joint sunshining proposals for the school year.  The proposals will be available for public review at the District Service Center reception desk beginning December 12, 2014.  The public hearing will be scheduled for January 15, 2015, Governing Board meeting.
         
d. Acceptance of Audit Report for Fiscal Year Ending June 30, 2014      (V)  
  Vavrinek, Trine, Day & Company conducted the District's audit for fiscal year ending June 30, 2014. Staff recommend that the Governing Board review and accept the report as presented.   
         
e. Budget Revisions and Transfers      (V)  
  It is the District’s practice to revise the budget, as needed throughout the year, in order to adjust for changes in both income and expenditures.  Education Code Sections 42600, 42601, 42602 and/or 42610 require the Governing Board to act on budget revisions and transfers, which are then forwarded to the County Office.  Such revisions to the budget become the District’s new operating budget.
         
f. First Interim Financial Certification      (V)  
  Governing Board Certification of the 2014-15 First Interim Financial Report for the period July 1, 2014 through October 31, 2014, indicating that the District will be able to meet its financial obligations for the remainder of the fiscal year and the two subsequent fiscal years.
    
         
g. Approval of Resolution #, Authorizing Lease-Leaseback for the Multi Purpose Room Projects at Cedargrove and Willow Elementary Schools         (V)  
  Approval of Resolution #, Authorizing the Execution and Delivery of a Site Lease, Sublease and Construction Services Agreement and Other Acts Relating to Installation of new HVAC units on the Cedargrove and Willow Elementary School campuses, using the lease-leaseback delivery method with a “Guaranteed Maximum Price”, as authorized by Education Code 17406.
         
h. Resolution # Regarding Martin Luther King, Jr., Holiday      (V)  
  The adoption of a resolution is being recommended in order to show support and encouragement for the offering of instruction and activities celebrating the life of Martin Luther King, Jr., the Civil Rights Movement and Black American history.
         
i. Approval of Revised Board Bylaw 9150 Student Representation to the Governing Board, first reading         (V)  
  Periodically, laws change that require the Governing Board to make revisions to its policies, by-laws or regulations or to create new policies.  Other innovations, advancements and situations occur which also necessitate new or revisions to Board Policies to regulate or incorporate needed changes.  Staff recommends the Governing Board approve first reading of Revised Board Policy 9150 Board Bylaws Student Representation to the Governing Board, at first reading

a. Minutes of the Special Meeting of November 20, 2014 and Regular Meeting of November 20, 2014      (V)  (C)  
  The Board may take action to approve the minutes as presented or have the minutes corrected or amended.
         
b. Classified/Non Classified Personnel Assignment Order         (V)  (C)  
  The Governing Board is authorized to hire, assign, promote, transfer, terminate, and set salaries for classified employees, as well as reclassify and approve new positions.  The Governing Board is also authorized to employ other personnel hired to perform specific services for the District.  The Personnel Assignment Order includes the names of personnel being presented for approval.
         
c. Certificated Personnel Assignment Order      (V)  (C)  
  The Governing Board is authorized to hire, assign, promote, transfer, terminate and set salaries for certificated employees.  The Governing Board is also authorized to employ other personnel hired to perform specific services for the District.  The Personnel Assignment Order includes the names of personnel being presented for approval.
         
d. Approval/Ratification of Warrants      (V)  (C)  
 

Purchase of goods, materials and services is done in school districts with checks called warrants. Warrants are presented to the Governing Board for approval and ratification.
         
e. Approval/Ratification of Purchase Orders      (V)  (C)  
  Purchase of goods, materials, and services is done in school districts by purchase orders. Purchase orders are presented to the Governing Board for approval and ratification.
         
f. Donations      (V)  (C)  
  As authorized by Education Code 41032, the Governing Board may accept any bequest or gift of money or property on behalf of the District. The attached table lists all donations that District staff find suitable to accept per BP 3290. Further, said donations will not directly or indirectly impair the Board's commitment to providing equal educational opportunities for all District students.
         
g. Contracts         (V)  (C)  
  Contracts for goods and services requires Governing Board action per Education Code and Board Policy.
         
h. Conference Attendance      (V)  (C)  
  This report lists staff members who are scheduled to attend conferences, the nature of each conference, and the estimated cost if the cost exceeds $250.
         
i. ROP Educational Services Contracts      (V)  (C)  
  Each year, Charter Oak Unified School District enters into various educational and other services contracts with the East San Gabriel Valley Regional Occupational Program (ESGVROP) to provide educational services for which the District receives some reimbursement.
         
j. JPA Clarification Language for East San Gabriel Valley ROP and Educational Service Agreement      (V)  (C)  
  The proposed addition of clarification language to Section F3 of the existing JPA agreement with the East San Gabriel Valley ROP reiterates that the pass through funding is based on 2007-08 ADA, plus any future statuary COLAs
         
k. COUSD/COPE Agreement, second reading      (V)  (C)  
  It is important that COUSD and COPE work together when establishing funding priorities, determining feasibility and sustainability of programs, educating the community about the schools and reporting results on programs that are funded by COPE. This Agreement provides a framework under which present and future leaders of COPE and COUSD work together for the benefit of COUSD students and staff.

Consent Calendar Procedures

Items appearing on the consent Calendar are items that the Governing Board either takes action on regularly or that warrant no further discussion due to having previously received sufficient information.  Before taking action on the items on the Consent Calendar, a Governing Board member may request that an item be removed from the Consent Calendar for separate consideration and action.

Public records related to the public session agenda, that are distributed to the Governing Board less that 72 hours before a regular meeting, may be inspected by the public at 20240 E. Cienega Avenue, Covina, CA, 91724 during regular business hours of 7:30am - 4:30pm.

The Governing Board reserves the right to return to Closed Session at any time to consider appropriate agenda items.
