Mission Statement

The Charter Oak Unified School District, in collaboration with our families and community, provides a balanced, quality educational experience that meets the physical, intellectual and emotional needs of all students. Our focus is providing students with the skills needed to adapt to a changing world, equipping them for college, career and life choices. We offer a rigorous and comprehensive education that meets the individual academic needs of our students and prepares them to be socially responsible adults who make positive contributions to the global community. a. Hearing Session - Opportunity for Citizens to Petition the Board

The President invites anyone wishing to address the Board to do so at this time.
To address the Board, please fill out a yellow Charter Oak Unified School District Hearing Session Comments Card located at the reception desk, and give it to the Superintendentâs Secretary. The President will recognize you during the Hearing Session. Upon recognition, please state your name and then make your statement. Please keep the sum of your comments within the five (5) minute timeframe per person (not per topic).
This session is an opportunity for citizens to make suggestions, identify concerns, or request information about matters affecting the school district. Speakers may offer such objective criticism as concerns them. Complaints against employees will normally be heard in closed session, and the Districtâs complaint procedure should be followed before discussion with the Board.
Pursuant to the Brown Act, Governing Board members cannot discuss any item which does not appear on the agenda. The Governing Board may provide a reference to staff or other resources of information, request staff to report back at a subsequent meeting, or direct staff to plan an item on a future agenda.

e. Budget Revisions and Transfers

| |
It is the Districtâs practice to revise the budget, as needed throughout the year, in order to adjust for changes in both income and expenditures. Education Code Sections 42600, 42601, 42602 and/or 42610 require the Governing Board to act on budget revisions and transfers, which are then forwarded to the County Office. Such revisions to the budget become the Districtâs new operating budget.

f. First Interim Financial Certification

Governing Board Certification of the 2014-15 First Interim Financial Report for the period July 1, 2014 through October 31, 2014, indicating that the District will be able to meet its financial obligations for the remainder of the fiscal year and the two subsequent fiscal years.

Periodically, laws change that require the Governing Board to make revisions to its policies, by-laws or regulations or to create new policies. Other innovations, advancements and situations occur which also necessitate new or revisions to Board Policies to regulate or incorporate needed changes. The Governing Board is authorized to hire, assign, promote, transfer, terminate, and set salaries for classified employees, as well as reclassify and approve new positions. The Governing Board is also authorized to employ other personnel hired to perform specific services for the District. The Personnel Assignment Order includes the names of personnel being presented for approval.

As authorized by Education Code 41032, the Governing Board may accept any bequest or gift of money or property on behalf of the District. The attached table lists all donations that District staff find suitable to accept per BP 3290. Further, said donations will not directly or indirectly impair the Board's commitment to providing equal educational opportunities for all District students.

k. COUSD/COPE Agreement, second reading

It is important that COUSD and COPE work together when establishing funding priorities, determining feasibility and sustainability of programs, educating the community about the schools and reporting results on programs that are funded by COPE. This Agreement provides a framework under which present and future leaders of COPE and COUSD work together for the benefit of COUSD students and staff.

Consent Calendar Procedures
Items appearing on the consent Calendar are items that the Governing Board either takes action on regularly or that warrant no further discussion due to having previously received sufficient information. Before taking action on the items on the Consent Calendar, a Governing Board member may request that an item be removed from the Consent Calendar for separate consideration and action.
Public records related to the public session agenda, that are distributed to the Governing Board less that 72 hours before a regular meeting, may be inspected by the public at 20240 E. Cienega Avenue, Covina, CA, 91724 during regular business hours of 7:30am - 4:30pm.
The Governing Board reserves the right to return to Closed Session at any time to consider appropriate agenda items.
